1. Scholarships awarded by the Ministry of Education
The procedure for granting scholarships for foreign citizens, on spots without paying for a tuition fee but with scholarships,
for the academic year 2023-2024
In the academic year 2023-2024, the Ministry of Education will grant scholarships, at the proposal of the state higher education institutions.
In order to obtain these scholarships, candidates who are foreign citizens must meet the following criteria:
- Study/are admitted on spots with tuition fee in foreign currency, in the first year of bachelor, master or doctoral studies in the academic year 2023-2024. Priority will be given to the candidates admitted to study programs in Romanian language;
- are graduates of high school / bachelor studies in an educational institution abroad and have obtained a minimum average of 9.00;
- are graduates of a university study program in Romania, as scholarship holders of the Romanian state, are enrolled in full-time education, in Romanian, have obtained a general average of minimum 8.50 and continue their studies in an accredited state higher education institution in Romania.
Submission of applications
The state higher education institutions in Romania will forward to the Ministry of Education, by October 1st, 2023, at the e-mail address international@edu.gov.ro, the following:
- The official address, which makes the nomination of the people proposed for the granting of a study scholarship with complete funding from the budget of the Ministry of Education. Universities can submit a maximum of 5 applications for the 3 study cycles;
- The centralizer that contains the ranking of candidates, in descending order of the results of the selection process, by study cycles;
- The candidacy file that will contain the following documents; i) copy of the passport; ii) copy of the birth certificate; iii) copy of the diploma of completion of pre-university studies and transcripts related to the years of study for higher secondary education; iv) copy of the bachelor’s degree and of the supplement to the diploma (transcript) or copy of the certificate which states the transcript as well as the grades obtained at the bachelor’s degree exam (for graduates of the current year) for the candidates who request the continuation of the master’s degree studies; v) a copy of the master’s degree and of the diploma supplement (transcript) or the certificate which states the school situation for all the years of study, for the candidates who request the continuation of the doctoral studies, according to case.
!!! Important: The candidates will be selected by the Ministry of Education in descending order of the averages, within the limit of the appointment of available grants and taking into account a balanced distribution by geographical areas, by cycles, by university, and within them, by fields of study.
Deadline for application candidations is: 26 of September 2023

DIRECTIVE regarding the award of scholarships to full-degree non-EU students by Politehnica University Timișoara from its own revenues
I. General rules regarding awarding scholarships to non-EU students
Art. 1. In order to increase the attractiveness of UPT’s study programmes, in accordance with the provisions of Law no. 199/2023 – Law of Higher Education, with its subsequent amendments and additions, and O.U.G. no. 194/2002 regarding the status of foreigners in Romania, republished, with its subsequent amendments and additions, UPT awards every academic year, for a duration of 9 months, a number of 4 scholarships amounting to 1000 RON/month to full-degree non-EU students, except for students in the first year of bachelor’s or master’s programmes, students enrolled in the Romanian language preparatory year, as well as PhD students.
Art. 2. These scholarships are awarded to full-time students who passed all their exams, whose status at the beginning of the academic year is other than “re-enrolled” or “re-enrolled with transfer”, and whose form of funding is “CPV – self funded (tax in foreign currency)”. The scholarships granted by UPT are intended to complement similar initiatives of the Ministry of Education. The scholarships awarded by the Ministry of Education aim to stimulate foreign students with outstanding performances, by changing their CPV regime to that of “BSR – Romanian state scholarship holder”. Unlike the scholarships offered by the Ministry of Education, the scholarships granted by UPT from its own revenues do not change the status of students from CPV to BSR, as students will continue to pay their tuition fees to UPT.
Art. 3. Eligibility conditions:
a) Candidates are enrolled as students at UPT and belong to the category of full-degree non-EU students with the CPV form of funding;
b) The students are enrolled in the 2nd, 3rd, 4th, 5th or 6th year of Bachelor studies (as appropriate), or in the 2nd year of master’s studies;
c) Students are integralists, having passed all their exams in the years prior to submitting the application.
II. Submission of applications
Art. 4. Applications are submitted exclusively through the dedicated platform, which is made available by UPT to its students at: https://international.upt.ro/en/scholarship-for-non-eu-students/ respectively https://international.upt.ro/burse-studenti-non-ue/
Art. 5. The documents required for the application file are:
a) Application form*
b) Copy of birth certificate*
c) Copy of baccalaureate (or equivalent) diploma*
d) Transcript of records for the baccalaureate, or equivalent*
e) Partial up to date transcript of records for the bachelor’s programme*
f) Bachelor’s degree or certificate of completion of studies*
g) Partial up to date transcript of records for the master’s programme *
h) Passport copy*
i) Copy of marriage certificate (optional)
j) Resume*
k) GDPR declaration*
l) Bank account details (IBAN code of an account in RON)*
Art. 6. Applications are to be submitted yearly. The calendar of the selection process will be made available annually on the website of the Department of International Relations, usually in the first month of each academic year.
Art. 7. The ranking of candidates will be made using the multi-year average obtained in the year of studies preceding the submission of the application.
Art. 8. The review of the application files will be carried out by an evaluation committee appointed by the Rector of UPT. The committee submits the list of candidates and their ranking to the UPT Administrative Council.
Art. 9. Scholarships will be paid from UPT’s own revenues in the RON accounts indicated by the scholarship applicants. Scholarships are paid monthly, for 9 months after the results are published. The loss of the student status automatically leads to the loss of the right to benefit from the scholarship.
Art. 10. For the applicants which have been selected for these scholarships, all the copies that were submitted as part of the application file will need to be certified by the applicant as „according to the original”.
Art. 11. This instruction comes into force starting from the academic year 2024-2025.
